ocr: Norway has been paying more than the UN development target of 0.7% of GNPinaid every year since 1975. Although Norway's ratio ofaidto GNP declined from 1.17 to 1.14%in1 1991,it remains the highest in the world. The vast majority ofNorway's bilateral aid donations goes to the least developed countries ofsoutheastern Africa, southern Asia and Central America. The Norwegian goverment also allocates funds to various multilateral assistance programs. In 1991,some 20% of multilateral aid donations went through the UNand 34% through international development banks.
